PURPOSE: to preserve Human Rights, Peace and the interrelation of States and other social actors in situations of vulnerability associated with climate change, extreme phenomena, and challenges, such as the unprecedented appearance of the COVID 19 Pandemic, which deepens the global need to search for integrative responses that include Comprehensive Risk Management.
